Yes I have and they seem to take forever to come up.

 

The nursery ladies I know tell me it's much easier to start rosemary from cuttings. They strip the stems a little from new growth and put them in wet sandy loam...then they wait...

 

Seed is slow to germinate and not always true to the cultivar. Seed should be fresh. Ideal sowing temperature is 20°C. Seeds need light to germinate and should be lightly covered. Propagate in summer by layering or by cuttings, preferably those which have a ‘heel’, about 16cm long.

Rosemary is slow to strike, and very slow to grow in its first year or so. After that it speeds up a bit.
