What prevents the on-line nurseries to ship certain fruits and trees to certain states? Like grape plants to WA?

I can't speak about American state rules, but here in Australia, it's prohibited to send certain plants or plant materials to some states because of quarantine and importing laws. Queensland, for instance, is home to a lot of bugs and diseases that other states don't have, so their laws are fairly easy-going, but other states want to protect those industries which would be affected by those bugs and diseases. Western Australia has very stringent importing rules to protect their famous wild-flowers, which attract tourists from all over the world, and which are unique to that area - they could easily be decimated by bugs and diseases if no restrictions were in place. Also, spores and tiny seeds can be found in the soil attached to plants, to seeds and to the plants themselves, and these might be of plants which are likely to become invasive - thus destorying native flora, and in turn the fauna as well.

Such restrictions are always put in place either to protect a given environment, or to protect local industry. We have stringent laws about importing plant materials from overseas, as well as internal protection measures.

I guess it's the same where you live.

Indeed, it's the same in the US. Washington, for example, is protecting their apple industry (among others) and won't allow things that could be carrying insects or diseases that would attack these trees.

O.K., that makes sense. Thank you for the answers.
