Just so everyone knows, I have never burned or ripped (don't know the difference)a cd/dvd. The disks I have are CD-R. I have Windows Vista.
What I am wanting to know is, how do I make a dvd to play in my dvd player to watch on TV from a file I have downloaded.

First of all you'll need to buy dvd disks to record. Match what disks you buy to your personal drive. If you have a newer computer, it most likely has a DVD +/- R/W drive. If so you should already have software pre-installed to burn a DVD, though you may prefer software such as Nero if you get into it heavily. Ripping is basically taking data/media from a disk and placing it on your computer. Burning is transferring data/media onto a disk.

I forgot to ask, what format does this have to be in in order to watchthrough a DVD player. The current file of the movie is in FLV or flash ?
