and have been for weeks. Things come up, then just sit there. MY sil said that they didn't have enough light, so we moved them to a window. All they have done is get one TALL stalk and 2 leaves. This is some herbs, peppers, and tomatoes. What can I do?

Sure sounds like they aren't getting enough light. Even a southern facing window may not provide enough. I'm much happier with my seedlings since I built a plant stand and started using fluorescent lights.

    Second question then...

I need these in the ground in less than two weeks to catch my short season. My gut is saying, buy plants this year and try again next year from seed.

Should I just accept the fact that these won't be big enough to plant (if they even survive!) in 10 days?

I'd say, buy some plants. Don't trash what you have, but try putting them outside in the sun as much as you can.
Next year, start earlier, give them bottom heat and more light.
