Solar fence help

Hey friends!
We bought the ESP5MN-AFW solar fence for our pig. We have cattle panels but and have it lining about 4” above the ground to discourage her rooting. We have three grounding rods and are using insulated fence clips. But when we tub the panel on the light blinks. It isn’t touching any metal other than the grounding rods that I can see. Any ideas?

Is the fence touching anything other than insulators? Grass and brush can cause a problem if they touch the fence.
The "hot" side of the fencer should not be connected to the grounding rods. The grounding rods go on their own line and go only to the "ground" part of the fencer. By reading your post it kind of sounds like you have the grounding rods connected to the hot side of the fencer?

Depending on the type of charger, it may be supposed to blink. Mine does.
