Has anyone ever encountered this before?

I have started a new sweater for DD, and have just realised that the pattern allows for something like 4 inches of shrinkage over the length after washing. I don't think I have ever seen a pattern written like that. The wool I bought is a wool mix, but is supposed to be machine washable and tumble driable (although I don't intend to do that to it).

Have you ever seen a pattern that knits up bigger in anticipation of shrinkage?

I can't say I have seen any written that way unless it was meant to be fulled. I know most sweaters will shrink up more in length than in width though. Sort of nice that the pattern figures that into it. I hope the pattern works out with the yarn you are using.
