Does anyone know of a place to find them anymore, or if anybody even still makes the things?

Oh Gee, you mean Elmer Fudd hats? I bet western outfiters still have them.
It is called a Tam O'Shanter, and here is a photo of a traditional one. The Elmer Fudd type cap is something completely different.
I have a pattern for how to knit one, if you've got a knitter handy.
