    I would call that A hand Up .Not A hand out . This way they can try to get on Firm footing . And have A better way of life..

    unless he doesnt like fish then he can sell the fish at market, collect premium as he is the only one that knows how to catch the nasty things then go eat steak

    Shouldn't that be fishaholic? Now, now, Terry... Fishing is no more addictive than other hobbies... like keeping rabbits or chickens! Or geese! (Unless you were referring to the excessive beer drinking that sometimes accompanies fishing...)
