My pepper plants are just tiny, barely an inch tall. They have a set of true leaves, but they just don't seem to be growing. The edges of some of the leaves look yellow also, but they aren't withered at all. Can I expect peppers from these plants or did I mess them up? The pots they are in are rather small. Should I put them in larger pots until I put them out? I was going to plant them in 2 weeks.

I would put them in larger pots and make sure you are not overwatering them.
