I don't make water proof tarps, but I often do coats, jackets, and hats. I use wax and linseed oil.
My dad did too. He worked on a lighthouse every 2nd month and used to make his own outerwear oilskins out of cotton, linseed oil and wax. For tarps he used liquid rubber sap or the sap of other latex bearing plants like wild lettuce, dandelion, sow thistle. He brushed and forced it into the fabric and then hung it up to dry so the rubber would solidify.
