Does anyone have experience with this condition and what causes it?

Hydrops? Can't say I've ever seen it here, Laura Lawsons book (managing your ewe) covers it quite well. Poor circulation, from excessive salt and/or poor water intake/quality, or things like rumensen or hay preservatives, tyhiamin deficency................... you'd really need to read the passage yourself to see if anything mentioned stikes a cord on your place. One suggested source of excessive salt is when it is sprayed on hay to dry it down. If you buy hay it might be used to keep mold off the bales.

That said I salt hay if it comes off a little damp.
