What about giving the goats special goat minerals and not trying to add it to the water? I would be hesitant at giving it to poultry.

Copper sulfate is sometimes used in poultry feed (as well as others), however I'm not certain how it metabolizes and what effect it could have on meat or eggs at higher levels. I'd check with a vet or the university extension folks before I made a decision about that. You might be able to provide different water sources for the goats than the poultry - then it wouldn't be an issue.
