Bare or covered, unless you are in an intimate relationship with a person (exceptions being those involved in necessary medical diagnostics or treatment) there should be no nipple touching of either sex.
If somebody walked up and touched your arm or your hand as a gesture of greeting or friendship you'd have a completely different reaction...proving that the 'nipple' is not just some puritanical social construct. Agreed?
