Its a 1983 Honda 200R, 4 stroke, I cannot get it to start. Spark and fuel are present, but there is a compression release built in to be in conjunction with the kick starter.

The outer activator moves about 3/8ths of an inch during each attempt. What this translates to in internal distances I do not know. The kick through is very soft, could adjustment of the release be the cure?

I'd want to see some compression numbers to be sure but you may be on to something. You might try backing it off a little to see but I should also tell you that I had a 125 years ago (late 70's 2 cycle) that burned a hole in the top of the piston from running too hot of a spark plug. Soft kick was the key to determining something in the cyl was wrong.
