Is anyone knowledgeable about this genetic anomaly?

Possibly depigmentation of skin , or having been told by the doctor you were going to have twins and only have a single?

I think that's one of the explanations for having two different colored eyes. I looked it up awhile back, but not extensively. One twin ends up literally a part of the other and simply develops as part of the other twins body. Anatomically correct but with different pigments in some places...

I think they can have different DNA on their skin than inside.

A chimera is a case where two embryos combine to create one being. They can have different pigments,colours etc. Sometimes it is i.possible to twll except thru dna testing.there was a case a few years back where a woman was told.her children were not hers. DNA eventually cleared it up and showed that her uterus was her twins' which resulted in the differeing dna
