A row cover is best, but you could use Bt for organic, or Sevin, for non-organic. If by bugs you mean the green worms they get, they are from moth eggs(the white cabbage moths with eye spots on their wings) that are laid directly on the cabbage where they hatch and start eating holes in the leaves.
