I purchased some "whole oats" to add to the feed each morning of my dairy goats (large Nubians). When I got home, the label read "Brooks Oats...Certified Seed". It says nothing about it being used for animal feed and it does not say it cannot be used for animal feed. There is no mention of anything being added to it, i.e. "treated" or anything else.

Does anyone know if this is safe to give to goats? Should I return it? (I have not opened it.)

I'd definitely call the company to find out for sure. I'd worry that it was handled with the same equipment as treated seed and even though not directly treated, could be carrying residual.
