Walking on sidewalks are dangerous.

Three women were hospitalized following an apparent hit-and-run on the Portland State University campus Friday morning, according to witnesses at the scene.

Police pulled over the suspected vehicle at Northeast 16th Avenue and Glisan Street on Friday afternoon and took its driver into custody.

Greg P. Porter, 61, faces accusations of attempted murder, first-degree assault, reckless driving and failure to perform the duties of a driver. His most recent listed address is Secora, a rehabilitation facility in Southeast Portland.

He very well could have a medical condition.
Being addicted to alcohol is a "medical condition" as well as a mental disorder.

I would think anyone residing in a "nursing home" shouldn't be behind the wheel of a vehicle.

A skilled nursing facility is a facility or distinct part of an institution whose primary function is to provide medical, continuous nursing, and other health and social services to patients who are not in an acute phase of illness requiring services in a hospital, but who require primary restorative or skilled nursing services on an inpatient basis above the level of intermediate or custodial care in order to reach a degree of body functioning to permit self care in essential daily living.

Shouldn't these people undergoe an extensive background check before they can buy a car?

Maybe if we made that campus a "car free" zone this would not have happened.

So you want licensing, registration, insurance, and mandatory testing for your agenda like there are with cars? Sure, that's a great idea. :)
