Most of these regs are geared toward sanitation. Chickens can be a huge contributor to a rat problem. Rats are a huge problem anyway in most urban areas. There are so many storm drains, old drain lines still buried, and natural cavities in fill dirt in an urban area that create the perfect harborage for a huge rat population. If they are serious about the problem though, they need to make the same regulations for cats and dogs. They need to outlaw any feeding of wild birds, and they need to outlaw any plant or ornamental shrub or tree that is allowed to produce seeds. Most cities have a growing rat population, and they are struggling to get a handle on it, and making chicken ownership difficult makes it seem like they are on top of it, but realistically does little. There is conflict with the noise of chickens, but this seems silly in any place that allows dogs. Much more socially acceptable to have an animal that makes lots of noise AND can bite your face off. Rats can live quite handily on dog waste, most dogs are fed food with a high percentage of grain byproducts, many of which are undigested by dogs and deposited as yummy rat treats.

If regulations were written with the idea of keeping things clean then there would be regulations about companion animals just as restrictive as those on small livestock.

If cities were truly concerned about the booming rat populations they could find ways of coping with them. Surely you can trap rats or enlist hunting dogs in the city. Or even better, require rat proof garbage containment and more reliable collections.
