If the majority of voters are tired of looking at tattered Tyvec, they will.
It wouldn't happen in my community, but I can see it happening in many areas.
I've seen Home Owners Assoc that pick what color your house can be, require swing sets be brought in when not in use, require pickup trucks be garaged over night.
Before we get all excited about this code violation, lets remember that a home is often a person's largest asset. Having a dumpy neighbor's house reduces the value of all the other homes in that neighborhood. If I'm faced with not being able to sell my house and move because a neighbor is violating the law, I'm going to require that the law be upheld.
Those that don't like zoning requirements or Homeowners agreements, just keep driving until you see a shack with a washing machine in the yard. You may be safe there.
