I imagine the neighbors got upset with the kids barking at them as they walked down the street.
All she was doing was taking the approved legal mentality that, if you are taking your kid somewhere for an eight hour car trip, you have to (by law) put them in a restrictive carseat, lock the carseat to the car, lock the kid in the carseat (preferably backwards) and shove a DVD player and sippy cup in front of them so they don't know where they are going or what is happening. This poor woman just didn't happen to have a car...
