Whos in charge out there?

What is it with taking a boat off shore that ends all the rules? or is it just some of them? I notice there are a lot of casino boats that run out of Florida...but not many from New York city.
Is there a reason?
Are all rules off or just some? If I kill someone 12 miles from shore it's ok? or is it just gameing.

The whole idea of Riverboat Gambling, at least in IN, was so the the boats, could travel between different port cities and thus, "spreading the wealth". IMO, they were just a fast-track way to skirt old IN gambling prohibitions.

Almost all of the riverboats, dont even leave the dock anymore, (motors and crews gone)

A new law made it so.

12 miles off shore puts you into international waters, US law no longer applies.

Out there you are subject to international law, no laws regarding gambling but there is international law against murder.

Why FL and not NY I don't know - maybe nicer weather down south?!?

You are also still subject to the laws of the country the boat is registered in too.

A complicated, sometimes archaic set of international laws, usually referred to as maritime laws.

It not about International waters.

Riverboat Casinos, were just a "wink-wink", way to dodge whatever gambling prohibitions a state had at the time, and IN had plenty. If they were in the water, they were "officially", not part of the state. "wink-wink"

NY and FL have landlocked casinos.
