I'm not sure on Google Earth, but on Google Maps it's pretty easy.
1. Go to http://maps.google.com
2. Navigate around until you find the area you'd like to mark
3. Down in the lower right of the map window, you'll see a lil' link "Edit in Google Map Maker"
4. Click that link and wait for the Map Maker to load
5. Within the map area, mouse over "Add New" ... and you're off to the races.
You'll likely need a Google account to do this, so that probably a good first step.
