I can't believe that in Missouri the freeze line is deeper then 3 feet.. That's all it is here in PA..

But I guess if you are in a higher elevation it might be colder..

If you look at the link in my earlier post you can page through it and see where the weep hole is.. Even if it is a different brand they are all about the same..

Does it need to be pea gravel or can it be 1 inch rock? I assume immediately around the pipe (3 inches or so) it should be smaller gravel, but in the surrounding foot or so can I use bigger rock?

As long as it's not dirt, it's fine.

Even sand would work because you just need something that won't hold water

After looking more closely at the picture you posted in post #9, it appears that the runoff water from the roof of that building falls on that hydrant.

Something to think about is how to keep that water away from the hydrant. Could cause problems in the future.
