You may wish to hold off on that vet visit, if it is not obviously uncomfortable for the animal, as we experienced similar after getting our dog from the rescue, and the vet told us that at least for the first few weeks, there will be some fluid collecting in the scrotum, as nature abhors a vacuum, so we shouldn't worry about it. It did go down after a while too.
At first, his scrotum looked larger after the procedure than before. You may be prematurely reacting, though it is good to keep watch for signs of infection.
