Jacob lamb's horns falling off!

Olivia lamb is about 5 months old. She is a four horned jacob bottle baby. We noticed a while back that the two little horns on the side were wiggly but nothing seemed to come of it. Today I noticed that one of her top horns was bloody and very loose, by the end of the day it was dangling off so I cut it free. As I was cleaning her up, she knocked the other top horn into my hand and it started to bleed around the base. I put blood stop on it but I suspect I'll be snipping it off tomorrow. What in the world is going on?? What should I do?

It could be the buds were scars or it could be, one of the other sheep are butting her hard.
I did check on the web to see if I can find anything about Jacob's and horn problems and all I could find is this.

If she were an Icelandic I'd say they were probably scurs and not true horns. Scurs can look like horns, but don't seem to be firmly rooted in the skull. They often feel loose, or get knocked loose easily (and bleed a lot) and break off. Often they grow back.

I don't know if Jacob sheep can have scurs or not.
