Another marking harness problem

We bought a marking harness off ebay. It came with two orange crayons. They say they are winter crayons. However they are not leaving a mark on the ewes. I have seen the ram breed a ewe several times. But there is no mark. I originally thought it was the orange colour not showing up well, but I cought the ewe and there was no mark even on close inspection.
Is it possible the crayons are to old. I checked the extra crayon on my jacket, I rubbed pretty hard. It barely left a mark.
Is this normal?

In addition to Ross' comments I'll ask whether the crayons used or new in package? When I save crayons from one year to the next I find I have to scrap off a thin layer to get them to leave a mark behind.

Used crayons

The crayons were used. They came with the used harness when I bought it.
