I like the idea of pavers, but have no idea how practile it would be. I've laid a few paver patios, and they seem to hold up well. I wonder how well that would work to cause the urine to drain, but still keep the rabbits out of the wet.
My concerns with wire (and they may not be valid) is how long it will last before rusting and breaking. I've had enouhg animals cut them selves on bits of broken wire poking up. Though wire should not be that hard to replace if you take that into consideration when you set things up. Another considereation with wire is size of openings. It won't take much to keep the rabbits from digging out, but what is the likely hood something would dig under and come up through the fence? Rats, snakes, or what ever you have in your area. We have not seen any small weasel types in our area, but in WI we had them and they would get through very small openings. We have mink here in SD, and they are a bit larger.
The main reason we went with concrete is that it makes the building way more usable for other purposes. I don't know if I would have gone with cement if I was building an area for the rabbits from scratch. Though we've got several cement slabs on the proeprty where soemthing use to be, and the PO had a farrowing area that is had a really nice cement floor. We took down the fencing and part our horse trailer on it.
