fencer?

would anyone be kind enough to direct me towards an electric fencer that is not to expensive and will get the job done.
I'm looking to set up around a garden only. Not real big - like 30ft by 30ft or smaller.

Are you able to use an electric plug-in model or do you require a battery operated unit?

I could use either. price is the only limitation I have. i'm in the market for the cheapest yet still effective unit.
