Mounting is also done to establish dominance in the herd, it's not always done cause they're in the mood.

The lip raising thing is done to help them isolate a scent. There's a small gland in the bone between the mouth and the nose that's usually used to locate a female in heat, but can also be used to help figure out a new scent. I saw all of my goats and sheep do this when a cougar came through early this year, and when I put the chicken coop in the pasture.

I was worried about one of my wethers when I introduced my new doe to the herd, but it turns out that even though they're fixed they still have some of the hormones and drive. They just can't do anything with it.
