Doe straining to urinate?

FF had twin boys last night. Very easy birth, but today her vulva looks very swollen and she seems to be straining. Not sure if it's for urination or if she has more placenta to expel. I thought it all came out within 2 hrs of birth, but I can't tell a whole from partial, and now it's disposed of. I'd like to wash her a bit - would a warm mild betadine solution be OK (for the outer parts only). Then hemorrhoid cream for the swelling? I'm going to clean the stall now so I'll check for pee spots, but if it seems she can't pee, what do I do then?

Straining to urinate is an emergency, if indeed that is what it is. Call the vet.

She may still have another kid to pass. At this point it is an emergency. Call the vet.

Not immediately passing afterbirth while may or may not be an emergency, still call the vet.

Don't apply anything to anything without talking to the vet. Clean her up a little with warm water if it satisfies your need to have to "do something", but at this point getting her clean is the least of her worries.

I saw at least 4 pee spots in her stall, she is drinking well and hungry as ever, and poops are normal. But I still saw her squat without doing anything, so I'm going to wash her with a warm solution and maybe that will stimulate her. And then hemorrhoid treatment. I'm wondering if she's so sore she's afraid to pee because it will sting. I'll be home tomorrow so if she seems to act off I will definitely call the vet. Thank you. I also plan to worm her and take her temp while I've got her detained.
