Any goat could have non-noticeable mammaries - bucks, wethers, or dry does.  Does not lactating or especially one that has never lactated - even if they are a dairy breed - will not have prominent mammary. That is not a significant trait to tell you what breed it is.
Being a dwarf breed narrows it down to pygmy, nigerian, or of 'dwarf' origin. Without registration papers, they are just dwarf goats of unknown breed.
