We are in Ohio. We may purchase a registered and tested buck from Indiana to add to our 2. We are not showing but hopefully at some point, they will breed.

Where can I find the rules and regulations, as I'm sure there are some.

Your vet should have access to the current info and be able to point you in the right direction. Seller's vet should too.

Likely will need a scrapies tag or registry tattoo. If tattoo, you MUST have reg papers along with you in the move. Good idea anyways to get papers in hand when you purchase! I always make it clear to sellers that is what I expect and no sale without - too many horror stories about no paperwork ever arriving from seller, and the purchase of a registered animal without paperwork is not my goal.

They will also may need a health certificate from a vet depending on the state you're bringing them into (yours). Seller's vet will have to take it to the vet or have the vet out at buyer's expense. They're mostly a complete waste of money, but laws are laws. Many people do not get health certificates when moving livestock, but I think technically it's the law - at least in most states around me I believe.

Voluntarily, you could also do disease testing pre-purchase, which I always suggest - and have sale contingent upon results. As a buyer, I foot the bill either way but positives mean I do not purchase those animals.

ETA: Just saw that he's already tested. :P NVM about that... I need to pay more attention.
