It looks like a contact rash, possibly allergy or chemical burn from laying on bedding. Goats naturally get callouses on their knees and sternums from lying down. But this looks more pronounced. Do you put down lime heavily in the barn, that could be a cause. Could also come from wet bedding with an accumulation of urine. It could also be she had a scratch or injury and its having a hard time healing. Either cause, I would try cleaning out the barn and replacing bedding, it couldn't hurt.
I don't think the other problems are related. But check her pasterns and hocks. If they're flakey and itchy, could be a sign of mites, its nearly that time of year. Mites would account for all the later symtoms - they're pretty miserable.
