I heard somewhere that the vaccine only really gives about 6 months immunity anyways, so I'd rebooster them twice.  It really is a mostly management disease but the vaccine is a 'cushion' for management failure that is inevitable with sneaky goats (how often do we see posts of goats breaking into feed room or chicken pen? :P) and also that can help in stressed times and in times of normal feed change, like is common with young animals.
