Goats can get mastitis during their dry period, or even if they are virgin. If you are pretty sure it's mammary tissue that's swollen, I would begin by taking temp - but keep in mind not all mastitis is accompanied by fevers. From then, I would palpate the area to see if it is an abscess, udder tissue swelling, or perhaps a bite/swelling from a localized injury.
If it is possibly mastitis, What I would personally do is infuse a whole tube of ToMorrow into that half and start on systemic antibiotics (BioMycin at 5cc per 100lbs (1cc per 20lbs)). Leave the ToMorrow in the udder, and continue the systemic antibiotics for around 7 days. If you are so inclined, you can take a milk (or udder content) sample before doing antibiotics.
If you believe it is mammary inflammation, then acting quickly can prevent major damage.
