I'd give it a miss
It looks like it has the same "Cyanogenic glycosides" as cherry leaves, which are indeed toxic when wilted. I believe I would avoid feeding it to the goats, especially if you were tossing cuttings into their yard. I might not worry too much about them browsing from a fresh plant, but even then I'd try to limit their access.
That's probably erring on the side of caution, but that's better than the alternative.
