Tail up or down?

I have two does who are due within the next week or so. One has her tail pointed straight up showing her hoohah to everyone, my other doe has her tailed tucked tightly down and when I try to pull it up to see she jumps away from me. Both have some slight swelling and I think their ligaments are soft but I am not really good at telling yet. Is the tail a sign if so which is closer?

I've always found it to be a sign of discomfort rather than directly related to birth. But each goat is an individual.

I don't think up or down tells you anything, but when their ligaments are gone, the tail becomes kind of loose and floppy. It's kind of sticking up and out.
