Fodder system for goats Seattle area

Recently I happened upon information about fodder systems. Since I live in AK, hay is hard to come by so this seemed like an answer to my feed problems. I usually buy things from Seattle and have them shipped here but can't find a feed store in the area that sells barley seed. Does anyone in the Seattle area know where I can buy bulk barley seed?

There is a brand of pigeon feed I have purchased that is barley seed with nothing done to the seeds and nothing added to it. Worked good for sprouting. Maybe try that?
