Vacuum regulator

I'm putting together a vacuum tank setup for milking goats, as far as the vacuum regulator goes could I just plumb a valve into the system to regulate the vacuum by letting air into the system

You need a vacuum regulator not just a plain valve. You can get one from Parts Dept or Hamby Dairy Supply.
