I have one that looks exactly like that that does the same thing. Mine's not looking for scratches though, she's the queen and she wants to make sure all the strangers in her field know it. She only loves me because I'm "family".

That goat looks so much like my Gracie.... collar and all. I could easily see her doing that too if some strange lady seemed like she was going to put her hands on one of the herd other then to pet them.
