on the papers the lady didn't sign them but did send bill of sales is that good enough to get them done or does she have to sign the actual papers?

She or her authorized representative (that has a signature on file with ADGA) must sign the papers.

Call adga tomorrow. I have one with white out on her paperwork and they told me to get bill of sale. They may say you are good with it. It don't hurt to ask.

I would call them, and if it needs to be signed, RUN back to the seller and get them signed.
