Possibly. Just be sure to read up how to install the fence correctly. Many folks(like me) think they got it, throw the wires up and hook them to the charger. Until we had an unruly bull calf, did I take the time to read and learn just how much grounding rods and grounding wires come into play(nobody dared test the fence after that). Do you homework and don't skimp on the juice.
Mine will stay in electric for the most part, I think they would stay in it steadily if I set it up more for goats. Right now, ours is just a couple strands for the horses and if the goats try hard they can shimmy under the bottom strand(or bolt through).
