Safe fly repellant near eyes for goats?

Hi gang -
One of our goats has been crawling under our trailer to stay out of the heat and the rain. We think he got some dirt in one eye because it has been tearing a little for a couple days.

It could also be from fly bites. We have a bottle of Endure fly repellant for horses that we have used in the past and it seemed to be fine, worked great no problems. I haven't applied any in a couple weeks because the flies weren't bad but now they've multiplied again and are starting to really bother the poor critters.

I have been washing this goat's little peeper with a cool chamomile tea bag today and it seems to be doing him a world of good. I just didn't know if anyone else had any better ideas or knew of something else that would work better.

Also if anyone knows if I SHOULD NOT use the Endure roll-on on these fellas please let me know! Thanks!

Like 99% of the livestock sprays, it's Pyrethrin/Permethrin. Hunky dory for goaties.
