question about fly spray

I have a gallon of Insectrin, it's pour on or put in bottle to mist, the label says for cattle and sheep.

Is this safe to use on goats? Won't affect milk?

Also.........I have 100% Neem oil concentrate, have read that it is safe to add to water and mist goats with, anyone try it?

What is the active ingredient on the first item you mentioned?

I've never heard of using Neem on animals, but not saying it never happens.
