Question young buck breeding

if a young 4 month old is acting stud'y should he be breeding, or should he wait?

I've never seen one successfully breed under 5-6mo. But, that said, my opinion is God made them. And in the wild nobody separates them, so when and if they breed it is by instinct and pack order. If a 4mo will, then let him go for it. The less people interfere with God's plan the better IMO. The only time I would interfere is if there is any conflict going on.
I highly doubt a 4mo would father a kidding though. I've never seen it happen, and I don't separate them.

What age are they typically ready/fertile?

I typically start letting young bucks breed at 5 months. They do not always settle the first few does, but they can settle the does quite frequently. I have an almost 5 month old that I think is ready to do the job.

would you breed your doe to an outside buck (disease free) if he was 5/mo?

I would, but I would insist that the buck owner give me a guarantee that if the doe didn't settle the first time around I could get another chance for free. That is the guarantee I give to people who use my bucks.

As do I. I would have no trouble studding out a healthy active 5 month old. Just very lightly. I've had Lamanchas breeding that young before.
