Can U see the nose?? Are u sure its the head that goes with those particular legs??
You can gently(using your fingers) stretch the vulva and using a firm but gentle steady pull, pull on the legs( can use a towel to get a good grip and not bruise the kid) with each contraction. Stretch the vulva and see if you can help her. If the head is there, chances are she can have the kid. I'd try these things and then if you still can't get it, call the vet.

Keep stretching while you wait. Make sure there is plenty of lubrication. You should probably give the doe some injectable CMPK.

its more important for the head to come out then the legs, all though not ideal if theres not enough room then push the legs back in and back and get the head out. Theres a lot more room in there than you think. Id rather have a breach personally then one to be stuck like I think yours is.
My tiny doe gave birth to one that scared me because I couldnt find the other leg, vet said that was better than if both came out with the head because of the lack of space. even though she gave birth to a 3lb buckling and shes tiny as in like maybe 30lbs and I could get my hands in and try to re adjust.
Good luck

make sure shes well lubed sometimes it takes awhile for them to fully dilate, though not ideal try to remain calm as you will just stress her out more. It took about 45 min for my buckling to be born.

Is she standing or lying? you want to pull gently down (from tail toward feet) and out, in sort of a curved motion as she pushes. I had a buckling stuck like that last year. it surprised me how hard I needed to pull - I was afraid of hurting her, but you really do have to pull - slow and smoothly, don't yank.

I had the vet come out and he was sweating he worked so hard to rearrange and pull and it was a cold rainy night.

If you have the right head with the right legs you can get it out. Take a deep breath, calm yourself, visualize the position of the kid, get your fingers behind the shoulders(if you can) and slowly pull out and down - like the kid is diving out. You can do it!

Spread the legs just enough so the head will go down between them, and keep gently pulling DOWNWARD.

husband has tried as hard as he can vet is still on the way, this was not how this was supposed to go... i hope muffin makes it, she was laying now standing gave her some warm water, she drank, dont really know what else to do, and it is on ly 8 degrees outside, i had to come in another minute and warm up, she is under a heat lamp, so she seems warm, is it possible for other babies if there are any to live since the first one is surely gone by now? going back out
I dont have banamine, neighbor doesnt have any, vet should be here soon

I sure hope the vet is there by now! No other advice other than the same others have told you already to do.
The CMPK injectible at this point would be best but since you only have oral, squirt a good glob in her mouth & have her swallow.

Sending you my hugs & lots of prayers for Muffin & her babies! I so feel badly for you being new to kidding, this has got to be terrifying for you. Heck it's scarey to me too sometimes if I don't think things are going smoothly & we've had kids for 5 years already, this spring will be 6.
Let us know how things are going!

if they do come out please dont assume they are dead, normally as long as the sac is intact and the cord is attached they have a chance though may be hard to bring around. the ones that break the sac normally drown but still give it a vigorous rub down

When they get here give vigorous slaps on the sides, also pick them up by rear legs & swing them, slapping at the same time. The lil things may look expired but if there's life there you will know it.
Prayers from here too.
