They should have hay AND pellets when it's cold

Are you feeding any hay at all? Hay is what will keep them warm and keep their digestive tract healthy. Pellets aren't enough roughage.

Goats have to have long fibre (approx 2"-3") for proper digestion. I feed pellets and browse, but when they don't go out of their pens, I give them hay cubes to fill in for the long fibre

If I had to choose between hay or grain I would feed hay . Grain is always the extra feed. My buck gets hay only, any dry doe not due within 5 weeks gets hay only. If you had to go with a bagged feed they make hey extender, alfalfa pellets and such, but it should be forage based. I do not think the 2-3" is important since they chew it down to nothing, ever seen their cud ? It looks just like ground up alfalfa pellets.

Also, what do you mean by pellets? Do you mean alfalfa pellets or a prepared goat feed pellet, such as Purina or other brand?

I would definately feed hay to your goats all winter. Like others have said here they need it to stay warm & healthy.
