Wasted hay?

We bought a round bale for the goats and horse. We put it out in the field on a platform, since then the animals have spread it out and are walking in it and sleeping in it.
How do any of you set up the round bales to feed your goats?

You can circle the bale with a horse panel. Then as they eat it tighten the circle.

I had a wether partially rip a scur off once so keep that in mind.

You'll also need to put some kind of secure roof on it to keep the rain from ruining the bale.

we have a roof that goes over the hay. what is the horse panel like? is it flexible? can they eat through it?
