Usually the lower eyelid will be turned in and you will not be able to see the edge of the lid or the lower lashes. This can be very hard to detect if not looked at very closely. The lashes are laying against the eye and irritating it in the case of an inverted lid. If it is what is causing your babys problem, fix the eyelid and the cloudiness *should* go away.
To fix it, the vet can fix it with a couple stitches if it is real bad. I have fixed the few I had by simply turning the eyelid correctly and holding it for several minutes, several times a day. In mild cases, this will "train" the lid to stay where it is supposed to be.
